Not sure they purposely cheated, or if their system/emulator glitched, but issues like that do exist on the site as a far warning to everyone. One exists for Mario Kart Super Circuit, where the person with the best time is 9 seconds faster than any recorded world record or user on RetroAchievements. Some of the leaderboards show users with impossible scores/times that haven't been removed/corrected for over three years. There are still glaring issues though easily visible on their site. Overall, RetroAchievements does its best to protect the integrity of the process for people legitimately trying to unlock achievements. I hope people don't abuse that, but it is possible. You can also cheat by modifying the save if that's the route you want to go. When I switched the emulator to "hardcore" and resumed my game a few achievements immediately popped up, even though I was loading a previous game. I accidentally discovered load game achievement abusing was possible when I was playing on "softcore" mode (allowing save states and cheats) by mistake. Having said that, nothing stops you from loading a save right before the fossil choice scene and unlocking the achievement. That one monitors for the choice to be made before awarding the achievement. Some achievements, like which fossil you choose, will not trigger. Things like having certain badges, Pokemon above a certain level, and a few others in Pokemon Blue/Red will trigger just fine if you load a save file.
